Can You Personally Recommend Any Blocking/Parental Controls for Smartphones (Droid, Android)

I've tried changing my internet parental control but it is difficult to use and besides he just picks up the neighbor's WIFI. Any thoughts?

This is really hard to do

This is really hard to do even for someone like myself who is good at IT. You may want to look for someone who offers to service and support home computers in your neighborhood.

Talk to your neighbor and warn them of the dangers of unsecurted Wifi, this is one of many you can find: http://www.pcworld.com/article/2043095/heres-what-an-eavesdropper-sees-when-you-use-an-unsecured-wi-fi-hotspot.html

If you do not know which neighbor it is, print a flyer and put it in the mailboxes of all the neighbors. I did this once when my children were using a neighbours unsecured wifi.

Could i ask about the Age of your Child ? Also Android is hard to block because its a open OS so if your Child/Teen is smart enough/has a little bit of understanding of the device he will most likely be able to disable it.
