If you do not know which neighbor it is, print a flyer and put it in the mailboxes of all the neighbors. I did this once when my children were using a neighbours unsecured wifi.

Could i ask about the Age of your Child ? Also Android is hard to block because its a open OS so if your Child/Teen is smart enough/has a little bit of understanding of the device he will most likely be able to disable it.
